For a company whose email, files and meetings already sit in Microsoft 365, Copilot is the AI that can actually see the work, but the $30 seat is only the start of the bill.

What it is

Microsoft 365 Copilot is the paid work version of Copilot inside Word, Excel, PowerPoint, Outlook, OneNote and Teams. Microsoft renamed it Microsoft Copilot in August 2026, and Copilot Chat likewise became Microsoft Copilot Chat; some licences, admin screens and marketing pages still use the old names during the transition. The chat app now lives at copilot.cloud.microsoft.

It drafts and rewrites documents, analyses spreadsheets, builds slide decks, summarises email threads and recaps Teams meetings. With the paid licence it grounds answers in the user's email, files, calendar, chats and meetings through Microsoft Graph and Work IQ, and only surfaces content that user already has permission to see. Copilot Chat, without that grounding, comes at no extra cost with eligible Microsoft 365 plans.

The licence comes three ways: the enterprise add-on, a Copilot Business add-on for tenants of up to 300 users, or bundled in Microsoft 365 E7. Agent features such as Copilot Cowork, Copilot Code (in the Frontier preview) and the Work IQ API are billed separately in Copilot Credits. Admins can switch on Anthropic models alongside OpenAI's.

Our review

Copilot's advantage is access, not intelligence. Because it reads Microsoft Graph, it can answer "what did we agree with this client?" from real Outlook threads, SharePoint files and Teams transcripts, and it respects the permissions already set on each item. Microsoft's privacy documentation says prompts, responses and Graph data are not used to train foundation models, that Copilot has opted out of Azure OpenAI's human abuse review, and that admins can set Purview retention policies on Copilot chats. No standalone chatbot can match that without a connector project.

The same permission model is the main deployment risk. Copilot shows a user everything they can technically open, so a SharePoint estate full of sites shared with "Everyone" becomes searchable in plain English on day one. Microsoft says outright that getting permissions right is the customer's job, and most of the work in a rollout is tidying access rather than training staff.

The licensing has become a product of its own. The enterprise add-on lists at $30 a user a month on an annual term; Copilot Business is $21 (or $18 on a first-year promotion that ends on 31 December 2026) and stops at 300 users; E7 bundles E5, Copilot, Agent 365 and the Entra Suite at $99. On top sits Copilot Credits for Cowork, Copilot Code, advanced SharePoint and OneDrive work, Teams Phone Agent and the Work IQ API. Microsoft's pricing pages do not show a per-credit price, and spending policies are set by default to cover any new metered service Microsoft adds, which finance teams should switch off before they are surprised.

Quality inside the apps is uneven. Admins can now route work to Anthropic models, which narrows that gap, but those models are excluded from the EU Data Boundary, so a European company that turns them on gives up a residency promise the rest of Copilot keeps.

Where it earns its place

  • An IT director at a 2,000-person Microsoft 365 E5 company

Roll out Copilot without leaking HR and finance files

Run a SharePoint permissions review and apply sensitivity labels before assigning seats, since Copilot surfaces anything a user can open. A 500-seat pilot at $30 costs $15,000 a month; moving the whole company to E7 at $99 also brings Agent 365 and the Entra Suite.

  • The owner of a 40-person accountancy on Business Standard

Get meeting recaps and email drafts for every partner and manager

Copilot Business at the $18 promotional rate costs $720 a month for 40 users in the first year, rising to $840 at $21. Annual commitment is required; the monthly option is $25.20 a seat.

  • A platform engineer building an internal agent on Work IQ

Answer staff questions from Graph data inside a custom app

The Work IQ API bills in Copilot Credits through an Azure subscription linked in the Microsoft 365 admin center. Set a spending policy with user-level limits first, and turn off "Auto-apply new services" so the policy does not quietly cover future agents.

  • A compliance lead at a German bank

Approve Copilot under EU data residency rules

Copilot is an EU Data Boundary service and covered by ISO 27001 and ISO 42001, but Anthropic models are excluded from the boundary. Leave the Anthropic option off at tenant level to keep processing in the EU.

Before you commit

Setup
Buy the add-on against a qualifying Microsoft 365 plan, assign licences in the admin center, and use Microsoft's service plan diagnostic to check each user; the real time goes into a SharePoint permissions clean-up beforehand.
Integrations
Word, Excel, PowerPoint, Outlook, OneNote, Teams and Loop; Microsoft Graph connectors and agents bring in third-party data; the Work IQ API and Copilot Studio extend it to custom apps.
Data and privacy
Prompts, responses and Graph data are not used to train foundation models; interactions are stored with other Microsoft 365 content and governed by Purview retention; EU Data Boundary, GDPR, ISO 27001, ISO 42001 and HIPAA coverage, with Anthropic models excluded from the EU boundary.
Cost at scale
1,000 enterprise seats at $30 cost $360,000 a year before any Copilot Credits; on E7 the same 1,000 users cost $1.19 million a year including E5, Agent 365 and the Entra Suite.
Limits
Copilot Business stops at 300 users per tenant; Microsoft's pricing pages do not publish a per-credit price for Cowork, Code or Work IQ API, so agent spend has to be modelled with its Copilot Credit Estimator.

What's good

  • Grounded in Outlook, SharePoint, OneDrive and Teams data, within existing permissions
  • Prompts and Graph data not used to train foundation models
  • Purview retention and eDiscovery cover Copilot chats
  • EU Data Boundary for OpenAI-hosted processing
  • Copilot Chat included at no extra cost with eligible plans

What's not

  • Exposes any file that is over-shared in SharePoint
  • Cowork, Code and Work IQ API billed in Copilot Credits on top of the seat
  • Anthropic models sit outside the EU Data Boundary
  • Copilot Business capped at 300 users
  • Excel analysis and long-form writing trail standalone chatbots
