A capable control panel for ElevenAgents voice agents, as long as you treat its publish-to-main default with suspicion.

What it is

ElevenLabs hosts its MCP server at https://api.elevenlabs.io/v1/mcp (the official MCP registry entry lists https://api.us.elevenlabs.io/v1/mcp), with OAuth sign-in and separate endpoints for EU, India and Singapore data residency. It is listed in Claude's connector directory, which reaches only the global environment; the regional endpoints need a custom connector and a separate regional account.

The server is built around ElevenAgents, the company's voice agent platform. Its agents_* tools create and update agents, read conversations and transcripts, manage tools and knowledge bases, run tests, work with branches and merges, and estimate LLM cost. ElevenLabs' plugin for Claude Code, Cursor and Codex also documents creative_* tools for speech, images, video and transcription, although the company's MCP page still describes creative tools as coming soon.

The older open-source local server, elevenlabs-mcp, which ran with uvx and an API key, was archived on 20 August 2026 in favour of the hosted server.

Our review

ElevenLabs' hosted server is an operations console for voice agents first and an audio toolkit a distant second. For a team already running agents on ElevenAgents, it lets Claude read failed conversations, search transcripts, compare configurations, write simulation tests and estimate what a cheaper LLM would save, which is real work that otherwise happens click by click in the dashboard. The connector itself is free; the agents it manages draw on plans that run from 15 free minutes to 12,375 on the $990 Business tier.

The defaults deserve care. According to the docs, an update made through MCP goes live immediately, on main unless the assistant targets a branch, whereas the in-app Architect saves drafts. agents_delete is irreversible. ElevenLabs' own plugin skill tells agents to branch, preview the merge and only then merge, but that discipline lives in a skill file: a client connected without the plugin gets the tools and none of the guidance. Admins can at least disable tools for the whole organisation, and a user cannot switch them back on.

For creative audio the picture is murkier than it should be. The archived local server, MIT-licensed with about 1,500 GitHub stars, offered transcription, voice cloning and sound effects. Its hosted replacement, as described in the plugin, works through canvas "flows" and defaults to four variations per generation, so a request for one voiceover is billed four times unless the user says otherwise. The product page meanwhile still labels creative tools as coming soon.

Data residency exists but is awkward. The EU, India and Singapore endpoints are separate workspaces with separate accounts, and Claude's directory connector cannot reach them. A European contact centre that needs residency ends up maintaining a custom connector and a second login, a cost the global-only rivals avoid by simply not offering the option.

Where it earns its place

  • A conversation designer running a booking agent on ElevenAgents Pro

Find out why last week's calls dropped off and fix the prompt

Claude pulls transcripts with agents_list_conversations and agents_search_conversation_messages, drafts the change on a branch with agents_create_branch and runs simulation tests before merging. Pro at $99 a month includes 1,238 agent minutes; extra minutes are $0.08 plus LLM cost.

  • A platform engineer at an EU contact-centre vendor with residency obligations

Manage agents without leaving the EU environment

Add https://api.eu.residency.elevenlabs.io/v1/mcp as a custom connector and sign in with the separate EU account, since the directory connector only reaches the global region. Limit write access to the people who deploy, because changes go live at once.

  • A product manager at a 10-person SaaS company with a support voice agent

Estimate what moving the agent to a cheaper LLM would save

Ask Claude to run the cost-estimation tool on the current configuration and compare it with a duplicate using another model. Approve only read tools for this, so nothing reaches production by accident.

Before you commit

Setup
Add the server from Claude's connector directory, or as a custom connector at https://api.elevenlabs.io/v1/mcp in any client that supports hosted client metadata, then approve OAuth; a few minutes to the first call. Claude Code, Cursor and Codex users can install ElevenLabs' plugin, which bundles the server with workflow skills.
Integrations
agents_* tools (agents_create, agents_update, agents_get_conversation, agents_create_test, agents_merge_branch, agents_delete and others) and creative_* tools (creative_generate_speech, creative_generate_image, creative_transcribe_audio). ElevenLabs does not publish a tool count.
Data and privacy
The plugin requests OAuth scopes including convai_read, convai_write, text_to_speech, speech_history_read, flows, image_video_generation and voice_generation, limited to the workspace you sign in to. ElevenLabs hosts the server, and transcripts and knowledge-base pages read back into the model are untrusted text.
Cost at scale
ElevenAgents plans run from Free (15 minutes, 4 concurrent calls) to Business at $990 a month (12,375 minutes, 40 concurrent calls); extra minutes cost $0.08, burst calls $0.16, text messages $0.003, and LLM usage is billed on top. Speech generation costs $0.08 per 1,000 characters on Multilingual v2 and v3.
Limits
No MCP rate limits are published. There is no draft step for agent changes, regional endpoints need separate accounts, and the creative tools' status differs between the plugin docs and the product page.

What's good

  • OAuth with scoped consent; no API key in client config
  • Agent tools cover tests, branches, transcripts and cost estimates
  • EU, India and Singapore residency endpoints
  • Admins can disable tools organisation-wide

What's not

  • Agent updates publish live, to main by default
  • Creative tools documented in the plugin but marked coming soon on the product page
  • Directory connector reaches only the global region
  • Generations default to four variations, each billed

Best for

Teams running voice agents on ElevenAgents who want to debug, test and tune them from an AI assistant.
